The Plant Quarantine Act Sorts Goods into Three Categories

  • Prohibited items — the highest-risk category. Import requires approval plus specific conditions, such as sourcing from a growing area certified free of a designated disease outbreak.
  • Restricted items — require notification and an import permit every time, though the conditions are less strict than prohibited items.
  • Non-restricted items — go through standard import notification with no special permit needed.

The DOA Import Permit Process

Start by filing an application (Form Phor.Kor.5) with supporting documents through the NSW system before the shipment reaches Thailand. DOA officers verify the documents are complete and issue an application reference number, which you then use to prepare your customs import declaration. When the goods reach the plant quarantine checkpoint, officers sample and inspect them jointly with Customs before releasing the shipment.

What Happens If You Import Without a Permit

Agricultural goods that fall under the prohibited or restricted categories but arrive without a permit will be held at the plant quarantine checkpoint and won't clear customs. The DOA currently enforces strict import controls on agricultural goods to protect domestic crops from disease and pests.

Tip: Check which category your agricultural product falls into first — prohibited, restricted, or non-restricted — since the documentation and conditions differ significantly between them. File through the NSW system well ahead of arrival so you're not waiting on inspection once the goods reach the plant quarantine checkpoint.

Do seeds and fresh plants go through the same process?

The general process is similar, but commercial seeds go through additional checks at the plant quarantine checkpoint, such as germination rate and purity testing.

Do I need to be present when officers inspect the shipment?

Yes. The importer or their agent must accompany plant quarantine officers on-site to allow joint sampling with Customs officers, so the samples can be analyzed before the shipment is released.

Do I need a new permit for every shipment?

For products in the restricted or prohibited categories, yes — a new application is required for every import, since the DOA reviews each shipment individually.
