Importers and exporters need to check whether their product appears on the DFT's controlled list, then apply for a controlled-goods license or quota through the DFT SMART licensing system before the actual shipment.
Controlled-list products shipped without the correct license or quota will be held at the customs checkpoint until the paperwork is corrected and the license obtained — leaving the shipment stuck at port and costing unnecessary time.
