The Thai FDA oversees many categories of health-related products, but these three come up most often in import and export work.
Food generally involves three steps: register your import premises, then apply for a food registration number based on the product category (13 higher-risk categories require full paper filing, while other categories go through the FDA's E-submission system), and finally prepare a compliant label.
Drugs require a registered drug formula first, followed by a separate import permit application for every shipment, along with a Certificate of Analysis each time the product is imported.
Cosmetics go through the FDA's online notification system before import, and your import premises must also be registered in the system beforehand.
Whether it's food, drugs, or cosmetics, every shipment must be declared at the FDA checkpoint (ด่านอาหารและยา) before customs will release it. The documents typically required are:
These license or notification numbers must also be referenced on the import declaration. Customs officers cross-check them against the FDA's records before releasing the goods.
Regulated products imported without the correct license or notification are considered a violation of both the relevant product law (such as the Food Act, Drug Act, or Cosmetics Act) and the Customs Act. The shipment will be held at the FDA checkpoint until the paperwork is corrected — which costs time and can add storage fees at the port.
Tip: Start registering your import premises and applying for the product's registration or notification number well before the shipment arrives in Thailand. Approval can take anywhere from several weeks to a few months, and waiting until the goods reach port will leave them stuck at the checkpoint unnecessarily.
Do I need FDA approval if I'm importing for personal use, not resale?
Yes. A declaration must still be filed at the FDA checkpoint, even for personal use or product samples brought in to evaluate a purchase, so officers can verify the product's safety first.
How long does Thai FDA approval take?
It depends on the product type and risk category. Registration or notification generally takes anywhere from a few weeks to a few months, so it's best to build in that lead time before your shipment arrives.
Do cosmetics and food go through the same process?
No. Cosmetics use the faster notification route, while higher-risk food categories require full registration. Drugs have additional requirements on top of that, including formula registration and a separate import permit for each shipment.
