What Is a Freight Forwarder? Roles & Responsibilities Explained

How a Freight Forwarder Differs from a Shipping Line or Airline

Shipping lines and airlines own the actual transport vehicles. A freight forwarder doesn't own any vessels or aircraft, but uses its expertise to book cargo space and coordinate across multiple carriers to find the most cost-effective route and method for the client. Forwarders also issue their own bill of lading, called a House Bill of Lading (HBL) — which solves problems a shipping line can't, such as changing the consignee's name before the vessel reaches its destination.

Core Functions of a Freight Forwarder

  • Booking sea or air cargo space suited to the shipment
  • Preparing documents and handling customs clearance for both import and export
  • Managing warehousing and packaging
  • Advising on shipping routes and import-export regulations
  • Coordinating domestic transport through to final delivery

Why New Exporters Should Consider a Freight Forwarder

First-time exporters often don't have enough volume to justify renting a full container. A freight forwarder lets you share container space with other shippers (LCL), which usually costs less than booking a Full Container Load (FCL) on your own. You also get guidance on documentation and regulations from start to finish.

How to Choose a Reliable Freight Forwarder

Check whether the forwarder belongs to a relevant industry association — such as the Thai Air Freight Forwarders Association (TAFA) for air freight, or the Thai International Freight Forwarders Association (TIFFA) for sea and multimodal transport. Membership in these associations is a reasonable signal of service standards.

Tip: Before choosing a freight forwarder, ask directly whether their service covers customs clearance and any product-specific import permits, such as Thai FDA, TISI, or DOA approvals. Some forwarders only handle transport and leave the import permits to you.

Frequently Asked Questions About Freight Forwarders

Is a freight forwarder the same as a "shipping" agent?

In Thai, freight forwarders are commonly referred to as "shipping" as well. The role is essentially the same — acting as the intermediary handling transport and customs clearance for importers and exporters.

Is hiring a freight forwarder more expensive than booking a shipping line directly?

Not necessarily. Freight forwarders often get preferential freight rates by consolidating cargo from multiple shippers, which can end up cheaper than booking directly with a shipping line for smaller exporters.

Does a freight forwarder also handle product-specific import permits?

It depends on the provider. Some forwarders offer full-service support that includes product-specific permits, such as Thai FDA, TISI, or DOA approvals. Ask upfront before choosing a provider.

A safe machinery or factory relocation starts with a site survey and route planning before any work begins. Choosing the right lifting equipment for the space matters — a spider crane for tight areas, for example. If the machinery exceeds the legal size or weight limit, a transport permit from the Department of Land Transport is required before moving it, and transport insurance should cover any damage that occurs along the way.

This cuts out the capital cost of building a warehouse and staffing it yourself.

Importing Electrical Appliances & Industrial Goods into Thailand: Do You Need a TISI License

Certain industrial products and electrical appliances fall under "mandatory standards" enforced by the Thai Industrial Standards Institute (TISI, สมอ.). Importers must apply for a license before the goods arrive in Thailand, then submit samples for TISI testing. Applying after the shipment has already reached port can get it held, since TISI compares the application date against the import declaration date.
