Every importer or exporter must go through customs clearance. Before you can file anything, you first need to register as an e-Customs operator with the Customs Department — only then can you submit an import declaration through the e-Customs system.
Thailand's customs system runs a risk assessment on each declaration and assigns it to either a physical inspection or an exemption. Green Line means you can collect your goods from the warehouse as soon as duties are paid, with no physical inspection. Red Line means officers will physically inspect the shipment before releasing it, which takes longer.
Tip: If your product needs a permit from another agency — the Thai FDA, TISI, or the Department of Agriculture — get that permit sorted before you file the import declaration. The customs system automatically cross-checks against those permits, and a mismatch or missing permit will hold up your shipment at clearance.
How is import clearance different from export clearance?
Import clearance focuses on inspecting the goods and collecting duties and taxes before the shipment enters the country. Export clearance focuses on checking documents and product requirements set by the destination country before the shipment is allowed to leave.
What do I need to register before I can file an import declaration?
You need to register as an e-Customs operator with the Customs Department first. Only after that can you file import declaration data through the e-Customs system.
Why do some shipments get inspected longer than others?
It comes down to the customs system's risk assessment. A Red Line assignment means a physical inspection is required, which takes longer than a Green Line shipment that skips inspection entirely.
